Laws pkill update

Please note that laws pkill has been updated to say:
NOTE: It is illegal to store or use pkill items sold in pk areas on peaceful
characters. If found, it will be removed and destroyed. This includes items
sold in pktown and clan hqs.

In short, this still prevents from the use of potions and sold items on
peacefuls. It now permits the storage of equipment.
