Config +/- Rp etc

You can now config +/- RP, Typing who RP will list all those who are config +RP

Once config +RP you can config +/- IC, who IC will list everyone who is config +RP and Config +IC (you get it now don't you)

The IC flag will turn itself off when you log in and toggle off if you void from idling.

Note: RP = Roleplay IC = In Character
